Bush, Federal Government and Dikes

I’ve been doing some reading, and I’m just not sure why “we the people” are responsible for the failures of New Orleans. I am tired of seeing the media and the left blame Bush and the Federal government for the failure to rebuild New Orleans. It is not the Federal Governments fault that generations of people built a city under dikes. Insurance companies don’t insure in flood plains, that’s not dumb. And at what point does the Bush ask the Air Force to attack a storm or any other “act of God”?
I’d point my finger at an inept State government (letting a high school teacher run a government?), and certainly the leadership in New Orleans, who couldn’t even run a hotdog stand.
Mayor C. Ray Nagin - “I sincerely apologize to the people I offended in this city and throughout the country,” he said. “My comments in regard to race, religion, the uptown locale and our government were completely inappropriate.” - (NO KIDDING!!)
But, to tell you the truth, the white flag should be lifted over the city, because it was the French (the Masters of the Universe) who built the city.
